What is LOTL? (EU List of Trusted Lists)

The List of Trusted Lists (LOTL) is a master file, published and signed by the European Commission, that links to each EU member state's national trusted list. Those national lists name the qualified trust service providers and the certificates they are authorised to issue.

Why validation depends on it

Deciding whether a signature is qualified means checking the signing certificate against the right national trusted list — and trusting that list because the LOTL vouches for it. A validator therefore has to download and verify the LOTL and the member-state lists, not just the certificate chain.

Trusted lists are updated regularly, so a serious validator refreshes them on a schedule rather than relying on a one-time snapshot.
